A new City Journal article notes that the NYPD’s top-notch counterterrorism force and lightning-fast response to the attack in Lower Manhattan on Tuesday kept suspect Sayfullo Saipov from killing any additional New Yorkers.

“We’re not going to let them win,” Governor Andrew Cuomo said in prepared remarks Tuesday. “And if we change our lives, we contort ourselves to them, then they win and we lose.”

One method the department has used to counteract vehicular terrorism specifically is in visiting more than 148 truck rental offices in the NYC metropolitan area and instructing them to keep an eye out for “suspicious indicators,” the City Journal notes. The NYPD has conducted repeat visits through both telephone and in person.

The City Journal notes that, despite killing 8 people and injuring 15, Saipov’s attack did nothing to dampen the spirit of New Yorkers out to celebrate Halloween. A few hours after he was shot in the stomach by police and taken into custody, hundreds of thousands poured into the streets to celebrate in lower Manhattan.
